The project is part of the Beni Haroun hydraulic system which consists of the transfer of the water of the dams Boussiaba and of Beni Haroun towards the reservoir of Oued Atmania which is the start of this project. The object of the Beni Haroun water transfer system is to provide potable and industrial water to the areas of Constantine, Mila, Khenchela, Batna, Oum El Bouaghi and to cover the irrigation needs of the perimeters of Teleghma, Chemora, Batna-Ain Touta, and Touffana.

The water transfer system involves three sections of conduits. The tracing of the first section is common until Ain Kercha, running along the roads W17 and W4. Afterwards the water transfer system is divided in two branches, west and east, respectively towards the dams Koudiat Medaouar and Ourkiss.
This project involves the common section of the water transfer system. It starts from the dam of Oued Athmania and ends at the pumping station of Ain
Kercha and includes:

• Connection with the Oued Athmania dam
• Double water transfer conduits of a total length of 59km and diameter of 2,200 and 2,400mm
• Pumping station of Oued Seguin, area of Mila, 20MW
• Expansion basin of Ouled Hamla,, area of Oum El Bouaghi, capacity : 263,000m3
• Pumping station of Ain Kercha, area of Oum El Bouaghi, 12 + 36MW
